Markets restricted to foreign buyers
These markets are measured like every other, but their foreign-purchase lane is closed or heavily restricted by law. Ranking them against open markets on cross-border demand would be misleading, so they are reported here with the constraint that actually governs them, and with their domestic demand, which is the market a developer can sell into today.
Toronto
Domestic demand (Canada): 54 — this is the addressable market today.
- Foreign buyers cannot purchase residential property until 1 Jan 2027 (until 2027-01-01)
Canada's Prohibition on the Purchase of Residential Property by Non-Canadians Act bars non-citizens and non-permanent-residents from buying residential property in a metropolitan area. Narrow exemptions exist for work-permit holders, some students and refugees.
Target Canadian residents now. Build the overseas pipeline for a 2027 opening rather than selling to foreign buyers today. - Foreign buyers pay a combined 35% speculation tax — and this outlasts the ban
Ontario Non-Resident Speculation Tax 25% plus Toronto's Municipal NRST 10% (effective 1 Jan 2025), on top of provincial and municipal land transfer tax.
Even after the 2027 opening this is not a Dubai-style foreign-buyer market. Read Toronto as domestic-led with a heavily penalised foreign lane. - Canada publishes no buyer-nationality breakdown
Statistics Canada's CHSP reports non-resident ownership RATES only (Toronto CMA 3.4% of properties, 7.6% of condominiums) and Ontario's NRST receipts are not published by buyer country.
Origin rankings for this market are modelled, not measured. Treat them as directional and lead with the domestic picture.

We measure how strongly people in one country are looking at buying property in another, using aggregated public interest signals, and we combine those into a single country-level score per corridor. The scores are then rebased so the strongest destination in the edition reads 100, which is what makes markets comparable at a glance.
Two deliberate limits. Demand is reported at country level on the buyer side: we name the countries buyers are searching from, not the cities within them (destinations themselves are named as the city or market being bought into). And it is directional: it shows relative standing and movement, not an absolute volume and not a forecast.
Coverage is honest rather than flattering. A destination only appears if it was measured against at least 10 origin countries, because ranking a market measured against a handful of countries beside one measured against dozens would be a false comparison. No destination was excluded from this edition: every market measured met the coverage floor.
Measurement period ending 2026-08-26. Figures move between editions, which is the point of publishing it monthly.
